What type of ownership will I have, and what associations will I belong to?

You'll own your home as a condominium under Massachusetts law — meaning you hold fee simple title to your individual unit, with a shared ownership interest in the common areas of your building.

Because Adams Circle is organized as six duplex buildings (two homes per building), ownership works on two levels:

Your building (COA). You and your neighbor share a small Condominium Association that governs the building you're in — things like the exterior, the foundation, and the shared structure. Each building has its own Association with its own elected trustees.

The whole community (HOA). All 12 homeowners belong to a community-wide Homeowners Association that maintains the shared amenities, landscaping, and infrastructure across the full development. HOA assessments are split equally across all 12 units.

In plain terms: you own your home outright, you share maintenance responsibility for your duplex building with one neighbor, and you're part of a small 12-home community with its own governance and shared upkeep costs.

What is a Community Development District (CDD)?

Adams Circle is located in Devens, which functions similarly to a Community Development District (CDD), but is not incorporated as a traditional municipality. Devens is a Regional Enterprise Zone established by the Massachusetts Legislature in 1993 (Chapter 498).Municipal services — including public safety, utilities, and public works — are provided by MassDevelopment, a quasi-public agency of the Commonwealth of Massachusetts. Taxes are collected by MassDevelopment, which in turn delivers local services.

When will the homes be available?

The first batch of homes will be available for move-ins at the end of July 2026. Additional homes will be delivered in phases thereafter.

Is this an age-restricted (55+) community?

No. Adams Circle is not age-restricted and welcomes residents of all ages.

Adams Circle is located within Devens, Massachusetts, entirely within the historic boundaries of the Town of Harvard. The site is accessed via Cavite Street. (Former access from Barnum Road has been discontinued.)

Devens began as Camp Devens in 1917, established as a temporary cantonment during World War I. It later became Fort Devens, serving as the headquarters of the Army in New England for decades.The base was largely closed in 1996, with a portion south of Route 2 remaining active as a military training area. The 4,400 acres north of Route 2 were acquired by the Commonwealth and are now managed by MassDevelopment as a mixed-use community and Regional Enterprise Zone.

Each home utilizes a hybrid helical pile foundation system, which enables the house to sit slightly above grade without any subterranean structure.
