Devens is a Regional Enterprise Zone established by the Massachusetts Legislature in 1993 (Chapter 498).Municipal services — including public safety, utilities, and public works — are provided by MassDevelopment, a quasi-public agency of the Commonwealth of Massachusetts. Taxes are collected by MassDevelopment, which in turn delivers local services.

The first batch of homes will be available for move-ins at the end of July 2026. Additional homes will be delivered in phases thereafter.
